  • Sutter Basin Fire District Minutes 6/6/2023

    Opening The regular meeting of the Sutter Basin Fire Protection District was called to order at 8:07 a.m. on Tuesday, June 6, 2023 at the Robbins Fire Department by Mark Richter. Present Mark Richter, Samuel Martin, Anthony Van Ruiten, Marty Creel, Kim Richter, Joan Stephens, John Bliss and Emmanuel Peterson were in attendance. Approval of Agenda The agenda was approved. Motion by Anthony Van Ruiten. Second by Samuel Martin, and unanimously approved. Public Comments Joan Stephens asked for an update on the Robbins Volunteer Fire Department 5013C status.  The commissioners referred Joan to the upcoming Robbins Volunteer Fire Department meeting for update status.   Approval of Minutes The minutes of the March 7, 2023, meeting was approved. Motion by Anthony Van Ruiten. Second by Samuel Martin, and unanimously approved.   Fire Chief Report Robbins Fire Chief, Marty Creel, spoke to communication, firefighter training, FASIS reorganization and the preliminary study of tax assessment.  The newly purchased SBFPD radios are being programmed and will then be installed in the apparatus.   Fire Chief Creel spoke to opportunity to use Vector Solutions for online training with the Volunteer Fireman.  In addition, Fire Chief Creel shared that FASIS, our workman’s compensation carrier, has restructured the Joint Powers Authority for our workman’s compensation under the new acronym, FRMS or Fire Risk Management Services.   Fire Chief Creel introduced his two guests, John Bliss and Emmanuel Peterson, who presented on the preliminary study for a tax assessment to increase revenues for the Sutter Basin Fire Protection District.   Presentation  John Bliss and Emmanuel Peterson, from SCI, presented on obtaining a reliable funding source for the Sutter Basin Fire Protection District through a tax assessment.  At present the SBFPD is served through an Ad Valorem tax that is  a tax, based on the assessed value of property . SCI shared two options to establish a tax assessment, the Ad Valorem Tax, or a Special Tax.  A Special Tax proposal was presented that would tax each property owner an established amount.  A hypothetical amount of $37.50 a year for each home, and $1.00 for each acre of land was presented.  With an established amount also for each commercial parcel, the Special Tax would provide a yearly revenue of $100,000 to the Sutter Basin Fire Protection District.  In addition to the type of tax that would provide revenue, the type of voting process to establish the tax was presented.  A Benefit Assessment would be a vote by the landowners in the district with a simple majority to pass, or a Special Assessment would be a vote by all registered voters in the area and need a two-thirds majority to pass.  To determine landowners and type of properties in the Sutter Basin Fire Protection District, handouts with landowners and types of properties in the SBFPD were presented. The presentation ended with the cost and timeline of a proposed assessment.  The initial proposal is free, a proposal with messaging is $3,000, and a full proposal of the assessment is $50,000.  The timeline would be to create a proposal, hire legal counsel to oversee the process, with ballots going out to potential voters in November. The Commissioners thanked both John Bliss and Emmanuel Peterson for their presentation and efforts to explain the assessment process. Old Business Status of Volunteers was provided by Fire Chief Creel.  The status of volunteers has increased by one, Jose Ramirez, for thirteen active firefighters. Checks for will be presented at the next Robbins Volunteer Fireman’s meeting to those who attended and participated in training workshops. Hiring of a Paid Firefighter  was reviewed.  Jacob Rodriquez will be working up to three days a week when he is available. SBFPD Strategic Plan was discussed earlier during the SCI presentation. New Business SBFPD Tax Measure, that was presented by SCI, was discussed.  The assessment was determined to be specifically for a fireman’s salary and benefits, with the possibility of a new fire engine if needed.  Samuel Martin made a Motion to entertain the initial proposal from SCI.  Anthony Van Ruiten second the motion, and the motion passed unanimously.  The Commissioners then asked Fire Chief Creel to move forward with SCI for the initial proposal of the SBFPD Tax Measure.  Parking Lot Repairs for the Robbins Community Hall parking lot were shared and discussed.  The Winship-Robbins ESD has proposed to pay 50% of the cost of repairs to the Robbins Community Hall parking lot.  The additional 50% cost would need to be paid through a partnership of the Sutter Basin Fire Protection District and the Robbins Community Hall. All agreed that the parking lot needs substantial repairs.  All Commissioners agreed to go forward with the proposal to work in partnership with the Robbins Community Hall to make necessary repairs to the Robbins Community Hall parking lot. Correspondence was from Sutter County Office of Elections.  After discussion on whether to have Sutter County Office of Elections to administrate the election of commissioners, or to provide the election ourselves, a motion to have the Sutter County Office of Elections administrate the election of Commissioners was made by Anthony Van Ruiten, and second by Samuel Martin, and unanimously approved. Approval of monthly bills  was discussed. At present there is a balance of  $407,729.42 in the Sutter County Treasury, and $12,764.92  in the First Northern Bank account.   All bills were approved, a claim for $13,279.65  to restore the First Northern Bank account was approved and signed. In addition, all invoices and timecards were reviewed, and payable checks were signed by the Commissioners.   Agenda for Next Meeting The 2023 – 2024 Fiscal Budget will be reviewed and discussed at the next Commissioners’ meeting.     Opening The regular meeting of the Sutter Basin Fire Protection District was called to order at 8:05 a.m. on Tuesday, April 4, 2023 at the Robbins Fire Department by  Facilitator Name . Present Mark Richter, Samuel Martin, Anthony Van Ruiten, Marty Creel, Kim Richter, Joan Stevens, Mike Bush, Jacob Rodrigues and Mona Sakurada were in attendance. Approval of Agenda The agenda was approved. Motion by Anthony Van Ruiten. Second by Samuel Martin, and unanimously approved. Public Comments Kim Richter thanked the Robbins Volunteer Firefighters for their volunteerism at the Robbins School Foundation Spaghetti Dinner.   Approval of Minutes The minutes of the March 7, 2023, meeting was approved. Motion by Samuel Martin. Second by Anthony Van Ruiten, and unanimously approved.   Fire Chief Report Robbins Fire Chief, Marty Creel, spoke to firefighter training, paid firefighters, and public outreach. Basic pump operations class was a success for volunteers and three other agencies.  Those volunteers in attendance of the sixteen-hour state fire training were state certified. The state training was paid through grant funding. Wildfire Training will resume in May.   Fire Chief Creel spoke to the ongoing search for volunteers and paid firefighters.  Creel is working with Yuba College to get the word out to firefighting students.  Jacob Rodrigues, a Robbins Volunteer Firefighter, is currently picking up days at the Robbins Fire Station. In addition, the SBFPD has the opportunity to bring on a volunteer who wants to help develop the SBFPD prevention program a few days a month.  The volunteer has his FF1 but will only be able to drive Engine 648.    On April 1 st , Fire Chief Creel spoke at the Robbins School Foundation Spaghetti Dinner.  With an attentive crowd Chief Creel updated the community on the status of the SBFPD and encouraged community members to volunteer for the Robbins Volunteer Fire Department.   Additional shared information was a request for a needed Command Vehicle, preferably a truck.  In addition, Chief Creel stated that the Firefighters are still waiting for the purchased radios.   Old Business Status of Volunteers was provided by Mark Richter.  The status of volunteers remains at twelve active firefighters.  Those non-attending firefighters have been notified. Hiring of a Paid Firefighter  was discussed.  The goal is to have a paid firefighter two to three days a week on duty at the Robbins Fire Station.  Jacob Rodrigues has begun taking shifts at the fire station four to five times a month, for $17 an hour. Rodrigues’s specific tasks will be to maintain and repair equipment.   SBFPD Strategic Plan concerning upcoming grants was discussed.  With a new grant writer in place, grants are being generated that will be up for application in the fall of 2023. New Business Correspondence was from Sutter County concerning the proposed Truck Stop on Highway 113.  The Commissioners took the correspondence under consideration. Approval of monthly bills  was discussed. At present there is a balance of  $421,009.07 in the Sutter County Treasury, and $12,061.11  in the First Northern Bank account.   All bills were approved, a claim for $7,968.98  to restore the First Northern Bank account was approved and signed. Additionally, amendments to the Sutter Basin Fire Protection District budget were made.  Budget Code 52060 (Communications) was increased to $4,500, Budget Code 52120 (Maintenance of Equipment) was reduced to $41,000, and Budget Code 52180 (Professional and Personal Services) was increased to $4,500.  With each amendment, the overall budget of $115,900.00 was unchanged. Motion by Anthony Van Ruiten. Second by Samuel Martin, and unanimously approved. In addition, all invoices and timecards were reviewed, and payable checks were signed by the Commissioners.   Agenda for Next Meeting No new agenda items were discussed.   • Sutter Basin Fire District Minutes 3/7/2023

    Opening The regular meeting of the Sutter Basin Fire Protection District was called to order at 8:05 a.m. on Tuesday, March 7, 2023 at the Robbins Fire Department by Mark Richter. Present Mark Richter, Samuel Martin, Marty Creel, Kim Richter, Joan Stevens, Mike Bush, and Mona Sakurada were in attendance. Approval of Agenda The agenda was approved. Motion by Samuel Martin. Second by Mark Richter, and unanimously approved. Public Comments Joan Stephens spoke and provided a written comment for all present.  Joan Stephens specifically spoke to establishing a functioning fire department, making sufficient fiscal allocations for repairs and equipment, providing protection for volunteer fire firefighters, and the need to reach out for more potential firefighters.  After Joan Stephens comments, Mark Richter shared that repairs were not put off, but that the engine that is easily driven by the volunteer firefighters was without a siren, but was at all times in commission.       Approval of Minutes The minutes of the January 31, 2023, meeting was approved. Motion by Samuel Martin. Second by Mark Richter, and unanimously approved.   Fire Chief Report Robbins Fire Chief, Marty Creel, spoke to firefighter training, Safer Grant, and paid firefighters. Upcoming firefighter training will be March 11 th  and 12 th  to provide sixteen hours of pump training in Madison, California.  This is an opportunity for the firefighters to network with other stations and is no cost to the SBFPD.  Wildfire Training will begin in May.   The Safer Grant is open for applications.  The SBFPD has a new grant writer, who has begun the grant process.  The Safer Grant is for firefighter staffing of partial or full time employment, and fully funds the firefighter.   Currently, both Scott Bravo and Jacob Rodriquez have chosen to take paid shifts, four to five times a month, to provide district coverage and to maintain equipment and engines.   Old Business Status of Volunteers was provided by Mark Richter.  The status of volunteers remains at twelve active firefighters and two inactive firefighters.  Those non-attending firefighters have been notified. Hiring of a Paid Firefighter  has provided two professional firefighters, Scott Bravo and Jacob Rodrigues.  Both Bravo and Rodrigues are willing to do paid shifts, four to five times a month, for $17 an hour. The fireman’s specific tasks will be to maintain and repair equipment.   SBFPD Strategic Plan was discussed with nothing new to report.   700 Forms were shared and completed.  Kim Richter will deliver them to the Sutter County Clerk of the Board. New Business Correspondence was the request for a firefighter patch, along with a donation of $7.00. Approval of monthly bills  was discussed. At present there is a balance of  $428,978.05 in the Sutter County Treasury, and $12,022.40  in the First Northern Bank account.   All bills were approved, a claim for $8,231.32.  to restore the First Northern Bank account, was approved and signed. Motion by Samuel Martin. Second by Mark Richter, and unanimously approved. In addition, all invoices and timecards were reviewed, and payable checks were signed by the Commissioners.   Agenda for Next Meeting Agenda item for the next Commissioners’ meeting is to provide a year in review evaluation.   • Sutter Basin Fire District Minutes 1/3/2023

    Opening The regular meeting of the Sutter Basin Fire Protection District was called to order at 8:12 a.m. on Tuesday, January 3, 2023 at the Robbins Fire Department by Anthony Van Ruiten. Present Mark Richter, Samuel Martin, Anthony Van Ruiten, Kim Richter, Mike Bush, Joan Stevens, Mona Sakurada and Marty Creel were in attendance. Approval of Agenda The agenda was approved. Motion by Anthony Van Ruiten. Second by Samuel Martin, and unanimously approved. Public Comments Public comments were directed towards the slow pace of the implementation of the Assessment Plan. In addition, concerns were expressed on the revoked 5013C, the non-profit exemption status.  After much discussion, the Commissioners assured those present that the reinstatement of the 5013C will be a priority, and the implementation of the Assessment Plan will be ongoing.        Approval of Minutes The minutes of the December 6, 2022, meeting was approved. Motion by Samuel Martin. Second by Anthony Van Ruiten, and unanimously approved.   Fire Chief Report Robbins Fire Chief, Marty Creel, reported on emergency preparedness, communications, training updates, equipment needs, and next projects for the Sutter Basin Fire Protection District.  The Fire Chief, Marty Creel, spoke to the ongoing goal for the station and equipment to be mission ready 24/7/365.  In addition, Louis Virgin has the Fire Department emergency call software program loaded onto the Fire Department computer, and he is entering all calls and logistical information into the program.   Fire Chief Creel spoke to the purchase of three radios to be purchased by the SBFPD, and three radios to be purchased by the Robbins Volunteer Fire Department.  All quotes for the radios have come in higher than expected, so Chief Creel is waiting on a few more quotes to determine the best direction of purchase.   Training on the basics is ongoing.  With mask and turn-out gear refitting scheduled for January 7, 2023.  A vehicle extrication training is scheduled for January 8, 2023, and the vehicle for the training has been delivered. In addition, there will be a live fire training at the end of January, with three volunteers attending, and a Driver Operator Training being scheduled for late February or early March.   Equipment Needs were spoken to with Engine 648 needing the siren installed, Engine 348 needing a temperature gauge fix, and Engine 48 still having a water leak, but it is getting much better after several adjustments.  All equipment needs are minor fixes and regular maintenance at this point.   Lastly, next steps were discussed.  Two volunteers, Jacob Rodriquez and Scott Bravo, have stepped forward to provide minimum weekly equipment checks. However more volunteers will be encouraged to join the rotation at the next scheduled Robbins Volunteer Fire Meeting.  FEMA Grants are approaching, and the Grant Writer is in place to begin that process. The process to provide new turnouts for volunteers who complete a physical (NFPA1582) has begun.  Discussion then followed on the need for Self-Contained Breathing Apparatuses (SCBA).  There are now four per engine, and two more are needed.  Samuel Martin made the motion to purchase two SCBAs at approximately $7,000 per mask.  Samuel Martin made the motion, and Anthony Van Ruiten second the motion.  The motion passed unanimously.    Old Business Status of Volunteers was provided by Fire Chief, Marty Creel.  The status of volunteers remains at twelve active firefighters and two inactive firefighters. Hiring of a Paid Firefighter  is ongoing. The flyer and website have been created and are able to take inquiries for the paid position and volunteer positions. SBFPD Strategic Plan was discussed.  The Commissioners assured those in attendance that the implementation of the Assessment Plan will be ongoing.     New Business Correspondence had none to report.     Opening The regular meeting of the Sutter Basin Fire Protection District was called to order at 8:18 a.m. on Tuesday, September 6, 2022 at the Robbins Fire Department by Mark Richter. Present Mark Richter, Anthony Van Ruiten, Samuel Martin, Kim Richter and Marty Creel were in attendance. Approval of Agenda The agenda was approved. Motion by Anthony Van Ruiten. Second by Samuel Martin, and unanimously approved. Approval of Minutes The minutes of the August 9, 2022, meeting was approved. Motion by Anthony Van Ruiten. Second by Samuel Martin, and unanimously approved. Fire Chief Report Robbins Fire Chief, Marty Creel, reported on training, equipment and next projects.   Monthly meetings and trainings are ongoing.  Equipment repairs and maintenance are ongoing.  Engines 648, 348, and E48 all need various repairs, however the repairs to Engine 648 are the Fire Chief’s priority.  Commissioners spoke to the priority of equipment repairs.  Next projects are specifically the hiring of a paid Firefighter.  Discussion followed on the need to determine the hourly wage and hours for the Job Position Flyer.  Currently the discussion is for $17 an hour, forty hours a week, with an overall income of $32,000. Further discussion will take place at the October 4 th meeting.  Old Business Status of Volunteers was provided by Fire Chief, Marty Creel.  There are a total of twelve volunteers with the addition of Marisol Mora, a trained medical professional, and David Newman who works and lives at the most southern portion of the Sutter Basin. Hiring of a Paid Firefighter  was discussed. Fire Chief Marty Creel will revise the job announcement to reflect the Commissioners’ thoughts on hourly wage and work hours, while also highlighting the expectations and job description of the intern fire fighter position. The Commissioners asked Chief Creel to move forward with the Firefighter position, yet the Commissioners stated their priority is the repairs and maintenance of the engines and equipment.   SBFPD Strategic Plan was discussed.  At this time, Sutter County Council, Debra Micheli, has not provided an approved assessment plan.  Kim Richter will reach out again to Ms. Micheli for the necessary approved assessment plan.  New Business  Budget Amendment was discussed per the SBFPD 2022-2023 budget.  Budget Code 52120, Maintenance of Equipment, was originally budgeted at $15,000.  At this time, the SBFPD has paid out $21,765.35 in repair and maintenance costs.  As a result, with the Commissioners’ priority being the repairs and maintenance of engines and equipment, the Commissioners determined that the Budget amount should be $50,000 instead of the original $15,000.  Motion by Samuel Martin.  Second by Anthony Van Ruiten, and unanimously approved.   Correspondence was shared with the Commissioners and Fire Chief.  The correspondence was the Termination of Yolo County Response to all Sutter Basin Fire calls.  The Termination document will be scanned to all Commissioners, Fire Chief, County Supervisor, Mat Conant, and Fire Chief of Sutter County, John Shalowitz. Approval of monthly bills  was discussed.  At present there is a balance of  $410,719.29 in the Sutter County Treasury, and $10,873.95 in the First Northern Bank account.   All bills were approved, a claim for $ 9,915.67 to restore the First Northern Bank account was approved and signed.  In addition, all invoices were reviewed, and payable checks were signed by the Commissioners.     Opening The regular meeting of the Sutter Basin Fire District was called to order at 9:07 a.m. on Monday, August 8, 2022 at the Robbins Fire Department by Mark Richter. Present Mark Richter, Anthony Van Ruiten, Samuel Martin, and Marty Creel were in attendance. Approval of Agenda The agenda was approved. Motion by Anthony Van Ruiten. Second by Samuel Martin, and unanimously approved. Approval of Minutes The minutes of the July 11, 2022 meeting were approved. Motion by Anthony Van Ruiten. Second by Samuel Martin, and unanimously approved. Fire Chief Report The Fire Chief, Marty Creel, reported on communication, training, equipment and next projects.  eDispatches are in service for all firefighters.  Fire Chief Marty Creel has partnered with Williams Fire Department to provide REACH training to all volunteer fire personnel.  REACH is an air ship transportation system that can be utilized for medical emergencies.  Also, extrication training is scheduled for the fall. Although many equipment needs have been met, there are still needs for Engine 348 needs lights fixed, Engine 648 needs a siren installed, and E48 needs decals and the auxiliary pump fixed.  Next projects include Intern program for firefighters, firefighter’s written policies, and grant applications. Old Business Status of Volunteers was provided by Fire Chief, Marty Creel.  There are a total of eleven volunteers with the addition of Marisol Mora, a trained medical professional. Hiring of a Paid Firefighter  was discussed. Fire Chief Marty Creel will create a job announcement that will speak to the expectations and job description of the intern fire fighter position. Discussion followed on the number of hours for hire, days a week, and hourly wage.  The Commissioners determined that the position would pay $17 to $18 an hour, three to five days a week, for an eight-hour a day position.  It was decided that the firefighter internship would be a $30,000 a year paid position. New Business  Sutter County Auditor Updates was discussed.  Kim Richter introduced the new budget formatting as specified by the Sutter County Auditor’s Office. In addition, the $445 overage on May 11, 2022 was discussed, and the Commissioners voted to approve the overage.  Motion by Anthony Van Ruiten. Second by Samuel Martin, and unanimously approved. The balance amount in the First Northern Bank account was discussed by the Commissioners.  Anthony Van Ruiten motioned to increase the balance amount in the First Northern Checking account to $25,000.  Sam Martin seconded the motion, and it was unanimously approved. There were no new correspondences. Approval of monthly bills  was discussed.  At present there is a balance of  $414,559.29 in the Sutter County Treasury, and $3,436.38 in the First Northern Bank account.   All bills were approved, a claim for $17,316.03 to restore the First Northern Bank account was approved and signed.  In addition, all invoices were reviewed, and payable checks were signed by the Commissioners.   Agenda for Next Meeting Agenda items for the next meeting is to discuss any amendments to the 2022-2023 budget.Adjournment Meeting was adjourned at 10:11 a.m. by Mark Richter.     Opening The regular meeting of the Sutter Basin Fire District was called to order at 4:38 p.m. on Monday, June 20, 2022 at the Robbins Fire Department by Anthony Van Ruiten. Present Samuel Martin and Anthony Van Ruiten were in attendance. Mark Richter and Marty Creel were not in attendance due to a fire call. Approval of Agenda The agenda was approved. Approved. Motion by Samuel Martin. Second by Anthony Van Ruiten, and unanimously approved. Approval of Minutes The minutes of the May 9, 2022, meeting was approved with corrections to the formatting. Motion by Samuel Martin. Second by Anthony Van Ruiten, and unanimously approved. Fire Chief Report The Fire Chief, Marty Creel, was unable to report due to being called away on a fire call during the meeting. Old Business Status of Volunteers was tabled until the next meeting. Hiring of a Paid Firefighter  was tabled until the next meeting. SBFPD County Restructuring was tabled until the next meeting. New Business  2022-2023 Budget Discussion and Planning was d iscussed.  Initially the 37300 Obligated Fund Balance was discussed, and the merits and concerns of creating a new budget line were identified.  Following the discussion on the Obligated Fund Balance, there was discussion on how best to determine projected costs for the 2022-2023 fiscal year.  To support the creation of the 2022-2023 Budget, it was determined that a Budget Worksheet would be created to determine monthly costs of salary, mileage, equipment and tools.  The Budget will be crafted at the July Commissioners Meeting utilizing the Budget Worksheet. Correspondences were discussed. Discussion was held on the upcoming Smith and Newell Audit.  The Audit by Smith and Newell would be for the 2021, 2022, and 2023 budget years was approved. Motion by Samuel Martin. Second by Anthony Van Ruiten, and unanimously approved. Approval of monthly bills  was discussed.  At present there is a balance of   $442,855.68 .  All bills were approved, and all claims were signed by the Commissioners.   • Sutter Basin Fire District Minutes 5/9/2022

    Opening The regular meeting of the Sutter Basin Fire District was called to order at 4:08 p.m. on Monday, May 9, 2022 at the Robbins Fire Department by Mark Richter. Present Mark Richter, Samuel Martin, Anthony Van Ruiten, and Marty Creel were in attendance. Approval of Agenda The agenda was approved. Approved. Motion by Anthony Van Ruiten. Second by Samuel Martin, and unanimously approved. Approval of Minutes The minutes of the April 2, 2022, meeting was approved. Motion by Samuel Martin. Second by Anthony Van Ruiten, and unanimously approved. Fire Chief Report The Fire Chief, Marty Creel, reported on communication advances, eDispatches, training updates and equipment needs. Pagers were distributed, but the district was short by four.  eDispatches will be throughout Sutter County in a few weeks, and there will be a free trial to see if the access is comparable to the pagers.  Training sessions are ongoing with an EMR class in progress two nights a week that should conclude in late June or early July.  Equipment needs were discussed.  The engine 648 will be going into the shop for a door and maintenance.  Engine 348 is in service but needs a new hose and coupling.  And the new E48 engine needs a SBFPD decal and radio installed.  In addition, there was discussion on the need for a lighted America flag to fly over the SBFPD station. Discussion was held on the need for a new computer and printer for the fire station. Anthony Van Ruiten made a motion to purchase a computer for $750 and a printer for $500, along with a solar flagpole for $1,650.  Samuel Martin second the motion.  No further discussion was held, and the motion was unanimously approved.   Old Business Status of Volunteers was provided by Fire Chief, Marty Creel.  One new fire fighter has volunteered, Louis Virgin. This brings the total number of volunteer fire fighters to twelve active volunteers. Hiring of a Paid Firefighter  was discussed. The hiring of a paid Firefighter is on hold until EMT1 is completed. SBFPD County Restructuring was discussed.  It was determined that LAFCO will be checked in with in six months. New Business  Payment to Firefighters for training was discussed by the three Commissioners and the Fire Chief, Marty Creel.  It was decided that Firefighters will be paid from the Robbins Volunteer Fireman’s bank account through Tri–Valley Bank.  SBFPD Strategic Plan was discussed by the Commissioners.  With the continued support and expertise of the Fire Chief, Marty Creel, the SBFPD will continue to train volunteers both at Robbins Fire Station, and with the Barry Road Firefighters.  In addition, Fire Chief Creel will continue to search for grant monies to add costs of training and firefighters’ equipment. Correspondences were discussed. Discussion was held on the benefits of Air Med versus MASA medical transports.  More research will continue to determine cost and medical effectiveness.  Approval of monthly bills  was discussed.  At present there is a balance of   $373,843.19 .  All bills were approved, and all claims were signed by the Commissioners.   Agenda for Next Meeting Agenda items for the next meeting are 2022 – 2023 budget, updates on purchases, grants, and financial restructuring.   • Sutter Basin Fire District Minutes 12/6/2021

    Opening The regular meeting of the Sutter Basin Fire District was called to order at 8:10 a.m. on Monday, December 6, 2021 at the Robbins Fire Department by Mark Richter. Present Mark Richter, Anthony Van Ruiten, Samuel Martin, and Kimberly Richter were in attendance. Approval of Agenda The agenda was approved. Motion by Anthony Van Ruiten. Second by Samuel Martin, and unanimously approved. Approval of Minutes The minutes of the October 25, 2021 meeting were approved with revisions. Motion by Anthony Van Ruiten. Second by Samuel Martin, and unanimously approved. Old Business Status of volunteers  was discussed.  There are at present eight volunteer firefighters.  Half of the volunteers are attending the Sutter County training at the Oswald Tudor Fire Station #8 on Barry Road.  Ongoing maintenance of equipment is being completed by the Robbins Volunteer Firefighters.  To promote attendance of trainings, and to encourage volunteerism there was a discussion to update monies to volunteer firefighters.  The Commissioners approved an increase of monies to $10.00 per fire call, and $20.00 per attended training. For firefighters to receive monies, there must be documentation submitted to the Commissioners with a quarterly payment.  Quarterly payments will be implemented on January 1, 2022. The motion was made by Anthony Van Ruiten. Second by Samuel Martin, and unanimously approved. Hiring of a Paid Firefighter  was discussed. An employment application was reviewed, and discussed.  Discussion followed on salary versus hourly wage.  Continued discussion included the qualifications for employments.  A motion to hire a full time Fire Engineer and a part-time Administrative Chief was made by Samuel Martin. Second by Anthony Van Ruiten, and unanimously approved. 2019-2020 Audit from Smith & Newell found three findings.  The findings were: Written Capitalization Policy, Internal Control Policy, and a Fund Balance Policy.  The three policies were reviewed and approved with a motion by Anthony Van Ruiten.  Second by Samuel Martin, and unanimously approved. New Business   Update of Volunteer Firefighters’ Meeting was presented by Mark Richter.  The scheduled Firefighters’ Meeting was postponed, and will be held at a later date. Correspondences, at this time there were no correspondences. Approval of monthly bills  was discussed.  At present there is a balance of   $386,006.99.  All bills were approved, and all claims were signed by the Commissioners.   Agenda for Next Meeting Agenda items for the next meeting is to approve and hire a Firefighter and/or Fire Chief for the Sutter Basin Fire Protection District.     Opening The regular meeting of the Sutter Basin Fire District was called to order at 8:25 a.m. on Monday, October 25, 2021 at the Robbins Fire Department by Mark Richter. Present Mark Richter, Anthony Van Ruiten, Samuel Martin, and Kimberly Richter were in attendance. Approval of Agenda The agenda was approved. Motion by Samuel Martin. Second by Mark Richter, and unanimously approved. Approval of Minutes The minutes of the September 21, 2021 meeting were approved. Motion by Samuel Martin. Second by Mark Richter, and unanimously approved. Old Business Status of volunteers  was discussed.  The Volunteer Firefighters took the SBFPD fire truck to the Oswald Tudor Fire Station #8 on Barry Road for training on Tuesday evening, October 11, 2021.  The October Volunteer Fire Department meeting was cancelled. However, the Volunteer Fire Department meeting will be rescheduled for a later date. Hiring of a Paid Firefighter  was discussed. Next steps are to determine how best to advertise for the position.  A motion to: Assemble an advertisement to post of the positions of SBFPD Firefighter and Fire Chief through consultation with the Sutter County Fire Department and the William’s Fire Department was moved by Anthony Van Ruiten, and second by Samuel Martin and unanimously approved.   New Business Correspondences were shared by Kimberly Richter. An architectural “Fire and Life Safety Site Conditions submittal” was reviewed to publicize the addition of three portables at Robbins School.  A communication from Smith & Newell about the conclusion of the audit was reviewed  In addition, there was a request for documentation by Compex, for records on the May 4, 2019 incident at Jennings Court Trailer Park.  There are no records, documentation or reports of the May 4 th  incident within the SBFPD files.  An affidavit of No Records will be completed and returned to Compex, along with an explanatory email.   2019-2020 Audit from Smith & Newell found three findings.  The findings were: Written Capitalization Policy, Internal Control Policy, and a Fund Balance Policy.  To adhere to these three findings, the Executive Officer completed three policies for review.  The policies will be carried over to the Tuesday, December 7 th  meeting for revision and approval. Approval of monthly bills  was discussed.  At present there is a balance of   $389,200.66.  All bills were approved, and all claims were signed by the commissioners.   Agenda for Next Meeting Agenda items for the next meeting are the approval of the three findings policies as stated in the 2019-2020 Audit and the advertisement for the Firefighter/Fire Chief positions.     Opening The regular meeting of the Sutter Basin Fire District was called to order at 7:35 a.m. on Tuesday, September 21, 2021 at the Robbins Fire Department by Mark Richter. Present Mark Richter, Anthony Van Ruiten, Samuel Martin, and Kimberly Richter were in attendance. Approval of Agenda The agenda was approved. Motion by Anthony Van Ruiten. Second by Samuel Martin, and unanimously approved. Approval of Minutes The minutes of the August 10, 2021 meeting were approved. Motion by Anthony Van Ruiten. Second by Samuel Martin, and unanimously approved. Old Business Status of volunteers  was discussed.  The updated Bylaws were distributed and reviewed for compliance.  At the September 20, 2021 Firefighter’s meeting, opportunities for training were discussed.  It was determined that one Tuesday evening a month, from 7:00 – 9:00 p.m., the Volunteer Firefighters will take the SBFPD fire truck to the Oswald Tudor Fire Station #8 on Barry Road for training.  The training will begin September 28, 2021. Hiring of a Paid Firefighter  was discussed.  Mark Richter spoke to Jeff Gilbert, Fire Chief of the Williams Fire Department, about the possibility of recruiting a Fire Chief.  From their discussion it was determined that the hiring of a firefighter that is beginning their career, with goals of becoming a Fire Chief, may be more productive.  Next steps are to determine how best to advertise for the position. Status of LAFCO/Grand Jury Report was reviewed.  The Grand Jury letter was sent August 16, 2021 by email and mail.  LAFCO is speaking with Mark Richter and Jeff Gilbert about next steps for hiring a paid firefighter.   New Business Correspondences were shared by Kimberly Richter. A copy of Fire Chief John Shalowitz’s email concerning the transfer of dispatch services form Yolo County to Sutter County was discussed.  At present no action will be taken. Commissioners’ Liability Coverage and yearly cost was discussed.  Laverne Driver documented the Management Liability coverage of the existing insurance plan through National Union Fire Insurance Company of Pittsburgh, PA.  The yearly cost is $317.00, and the overall coverage is $3,000,000, with an excess coverage amount of $8,000,000.    2019-2020 Audit from Smith & Newell was distributed for discussion and approval. It was discussed that the audit found three findings.  The findings were: Written Capitalization Policy, Internal Control Policy, and a Fund Balance Policy.  To adhere to these three findings, the Executive Officer was asked to write policies that will be reviewed and approved at the next SBFPD Commissioner’s meeting. A motion by Anthony Van Ruiten was made to approve the 2019 – 2020 Audit and to create and develop three policies to adhere to the three findings.  Sam Martin seconded the motion, and it was unanimously approved. Approval of monthly bills  was discussed.  At present there is a balance of   $396,303.82.   All bills were approved, and all claims were signed by the commissioners.   Agenda for Next Meeting Agenda items for the next meeting are the approval of the three findings policies as stated by the 2019-2020 Audit.     Opening The regular meeting of the Sutter Basin Fire District was called to order at 8:05 a.m. on Tuesday, August 10, 2021 at the Robbins Fire Department by Mark Richter. Present Mark Richter, Anthony Van Ruiten, Samuel Martin, and Kimberly Richter were in attendance. Approval of Agenda The agenda was approved. Motion by Anthony Van Ruiten. Second by Samuel Martin, and unanimously approved. Approval of Minutes The minutes of the July 2021 meeting were approved. Motion by Samuel Martin.  Second by Anthony Van Ruiten, and unanimously approved. Old Business Status of volunteers  was discussed.  The updated roster was distributed. A meeting for Monday, August 16 th  at 7:00 p.m. has been scheduled to discuss upcoming trainings for all volunteers. Payments to firefighters for their “response to calls” during the 2020 – 2021 fiscal year will be distributed. Hiring of a Paid Firefighter  was discussed along with the monies generated by the SBFPD to provide for the salary and benefits of a paid employee. To determine the generated revenues for the Sutter Basin Fire Protection District, John Beaver of the Sutter County Auditor’s Office was contacted through email.  John Beaver explained that the SBFPD monies are generated through a whole county tax, and then a specified percentage (0.00115966) is allocated to the SBFPD.  In addition, John Beavers stated that the type of entity of the SBFPD is a Special District in Sutter County. New Business Correspondences were shared by Kimberly Richter. Nick from the Sutter County Water Board wrote to explain that bottled water will not be provided to the fire station for the firefighters.  The grant is specified only for children.  Insurance Services Office (ISO)  emailed an area jurisdiction map, and a map of the SBFPD fire stations located in the SBFPD area.  The ISO had the Sutter Bypass as part of the jurisdiction map, and it was determined that the Bypass will need to be removed from the ISO map, and resubmitted.  The Fire Agencies Self Insurance System (FASIS)  wrote to tell of the upcoming FASIS Safety and Risk Control visit.  Due to the change of personnel in the SBFPD, FASIS will be asked to delay the upcoming Safety and Risk Control visit to allow time to have new personnel trained and become acquainted with their responsibilities.  2021-2022 SBFPD Budget was reviewed and discussed. Following the review, there was a discussion of insurance coverage and costs for the district.  The Commissioners were interested in the total yearly cost of insurance for the SBFPD, and whether or not the existing insurance has liability coverage for the Commissioners. To determine the yearly cost and coverage, the National Union Insurance Company and the Golden State Insurance Company will be contacted to determine cost and coverage.  The 2021 – 2022 Budget was approved. Motion by Samuel Martin.  Second by Anthony Van Ruiten, and unanimously approved. Approval of monthly bills  was discussed.  At present there is a balance of   $400,780.68.  Due to the questions surrounding the training of the Volunteer Firefighters, it was determined to table the payment for Vector Solutions (online training program) until the firefighters’ trainings has been determined.    All other bills were approved, and all other claims were signed by the commissioners. LAFCO and the Grand Jury Report  were discussed. Mark Richter crafted a letter to respond to the Grand Jury Report that stated that the SBFPD has never employed a paid Fire Chief, and that at this time there is no Fire Chief with the departure of Jim Christison.  Furthermore, Mark Richter wrote to explain that all audits are complete and up to date. In addition, Mark explained how the SBFPD responds to all calls even though there is no designated Fire Chief at this time.  Lastly, Mark Richter shared that the SBFPD Commissioners are in support of developing the idea of a Sutter County Fire Chief.        Agenda for Next Meeting Agenda items for the next meeting are Commissioner liability coverage, yearly insurance costs, and a report on the Monday, August 16 th  Volunteer Firefighters’ Meeting.    Adjournment Meeting was adjourned at 8:55 a.m. by Mark Richter.
