Opening
The regular meeting of the Sutter Basin Fire Protection District was called to order at 8:18 a.m. on Tuesday, September 6, 2022 at the Robbins Fire Department by Mark Richter.
Present
Mark Richter, Anthony Van Ruiten, Samuel Martin, Kim Richter and Marty Creel were in attendance.
Approval of Agenda
The agenda was approved. Motion by Anthony Van Ruiten. Second by Samuel Martin, and unanimously approved.
Approval of Minutes
The minutes of the August 9, 2022, meeting was approved. Motion by Anthony Van Ruiten. Second by Samuel Martin, and unanimously approved.
Fire Chief Report
Robbins Fire Chief, Marty Creel, reported on training, equipment and next projects. Monthly meetings and trainings are ongoing. Equipment repairs and maintenance are ongoing. Engines 648, 348, and E48 all need various repairs, however the repairs to Engine 648 are the Fire Chief’s priority. Commissioners spoke to the priority of equipment repairs. Next projects are specifically the hiring of a paid Firefighter. Discussion followed on the need to determine the hourly wage and hours for the Job Position Flyer. Currently the discussion is for $17 an hour, forty hours a week, with an overall income of $32,000. Further discussion will take place at the October 4th meeting.
Old Business
Status of Volunteers was provided by Fire Chief, Marty Creel. There are a total of twelve volunteers with the addition of Marisol Mora, a trained medical professional, and David Newman who works and lives at the most southern portion of the Sutter Basin.
Hiring of a Paid Firefighter was discussed. Fire Chief Marty Creel will revise the job announcement to reflect the Commissioners’ thoughts on hourly wage and work hours, while also highlighting the expectations and job description of the intern fire fighter position. The Commissioners asked Chief Creel to move forward with the Firefighter position, yet the Commissioners stated their priority is the repairs and maintenance of the engines and equipment.
SBFPD Strategic Plan was discussed. At this time, Sutter County Council, Debra Micheli, has not provided an approved assessment plan. Kim Richter will reach out again to Ms. Micheli for the necessary approved assessment plan.
New Business
Budget Amendment was discussed per the SBFPD 2022-2023 budget. Budget Code 52120, Maintenance of Equipment, was originally budgeted at $15,000. At this time, the SBFPD has paid out $21,765.35 in repair and maintenance costs. As a result, with the Commissioners’ priority being the repairs and maintenance of engines and equipment, the Commissioners determined that the Budget amount should be $50,000 instead of the original $15,000. Motion by Samuel Martin. Second by Anthony Van Ruiten, and unanimously approved.
Correspondence was shared with the Commissioners and Fire Chief. The correspondence was the Termination of Yolo County Response to all Sutter Basin Fire calls. The Termination document will be scanned to all Commissioners, Fire Chief, County Supervisor, Mat Conant, and Fire Chief of Sutter County, John Shalowitz.
Approval of monthly bills was discussed. At present there is a balance of $410,719.29 in the Sutter County Treasury, and $10,873.95 in the First Northern Bank account. All bills were approved, a claim for $ 9,915.67 to restore the First Northern Bank account was approved and signed. In addition, all invoices were reviewed, and payable checks were signed by the Commissioners.
Agenda for Next Meeting
Agenda items for the next meeting is to discuss a paid firefighter, SBFPD Strategic Plan, and engine and equipment updates.
