Opening

The regular meeting of the Sutter Basin Fire District was called to order at 8:10 a.m. on Monday, December 6, 2021 at the Robbins Fire Department by Mark Richter.


Present

Mark Richter, Anthony Van Ruiten, Samuel Martin, and Kimberly Richter were in attendance.


Approval of Agenda

The agenda was approved. Motion by Anthony Van Ruiten. Second by Samuel Martin, and unanimously approved.


Approval of Minutes

The minutes of the October 25, 2021 meeting were approved with revisions. Motion by Anthony Van Ruiten. Second by Samuel Martin, and unanimously approved.


Old Business

Status of volunteers was discussed.  There are at present eight volunteer firefighters.  Half of the volunteers are attending the Sutter County training at the Oswald Tudor Fire Station #8 on Barry Road.  Ongoing maintenance of equipment is being completed by the Robbins Volunteer Firefighters.  To promote attendance of trainings, and to encourage volunteerism there was a discussion to update monies to volunteer firefighters.  The Commissioners approved an increase of monies to $10.00 per fire call, and $20.00 per attended training. For firefighters to receive monies, there must be documentation submitted to the Commissioners with a quarterly payment.  Quarterly payments will be implemented on January 1, 2022. The motion was made by Anthony Van Ruiten. Second by Samuel Martin, and unanimously approved.


Hiring of a Paid Firefighter was discussed. An employment application was reviewed, and discussed.  Discussion followed on salary versus hourly wage.  Continued discussion included the qualifications for employments.  A motion to hire a full time Fire Engineer and a part-time Administrative Chief was made by Samuel Martin. Second by Anthony Van Ruiten, and unanimously approved.


2019-2020 Audit from Smith & Newell found three findings.  The findings were: Written Capitalization Policy, Internal Control Policy, and a Fund Balance Policy.  The three policies were reviewed and approved with a motion by Anthony Van Ruiten.  Second by Samuel Martin, and unanimously approved.


New Business

 

Update of Volunteer Firefighters’ Meeting was presented by Mark Richter.  The scheduled Firefighters’ Meeting was postponed, and will be held at a later date.


Correspondences, at this time there were no correspondences.


Approval of monthly bills was discussed.  At present there is a balance of $386,006.99.  All bills were approved, and all claims were signed by the Commissioners.

 

Agenda for Next Meeting

Agenda items for the next meeting is to approve and hire a Firefighter and/or Fire Chief for the Sutter Basin Fire Protection District.
