- Sutter Basin Fire District Minutes 8/13/2024
Opening The regular meeting of the Sutter Basin Fire Protection District was called to order at 8:05 a.m. on Tuesday, August 13, 2024 at the Robbins Fire Department by Mark Richter Present Mark Richter, Samuel Martin, Anthony Van Ruiten, Kim Richter, Joan Stephens, Marty Creel, and Mike Bush were in attendance. Approval of Agenda The agenda was approved without amendments. Motion by Anthony Van Ruiten. Second by Samuel Martin, and unanimously approved. Public Comments There were no public comments. Approval of Minutes The minutes of the July 9, 2024, meeting was approved. Motion by Anthony Van Ruiten. Second by Samuel Martin, and unanimously approved. Fire Chief Report Robbins Fire Chief, Marty Creel reported on equipment status, upcoming meetings and firefighter status. At present Engine 48 is back in service, along with the new water tender. Unfortunately, a leak was found on Engine 648 which is being repaired. Fire Chief Creel spoke to an upcoming meeting with Chief Epperson, Sutter County Fire Chief, along with Chief Bailey to discuss the cooperation between the two fire districts. This district cooperation will provide our fire fighters with additional experience and support. The status of firefighters, both volunteer and paid, was presented by Chief Creel. With the demanding wildfire season utilizing most fire personnel, Chief Creel spoke to recruiting retired fire fighters for the Sutter Basin Fire Protection District’s service and training. A discussion followed on wages for a retired firefighter. A motion to pay a retired firefighter $20 an hour for a part-time position was made by Samuel Martin. Anthony Van Ruiten second the motion and the motion was unanimously approved. A flyer stating the position and wages will be created by Marty Creel to share amongst retired firefighters in the area. Old Business Status of Volunteers was provided by Fire Chief Marty Creel. At present the status of volunteers remains static, with the hopeful addition of an in-training nurse. Discussion followed on paying the volunteers for their service. It was restated that volunteers receive $20 per training and $10 per fire call. Volunteers are paid by the Robbins Volunteer Fire Fighters and reimbursed by the Sutter Basin Fire Protection District. Status of the Paid Firefighters was discussed. Most paid fire fighters, excluding Matthew Lichenstein, are currently on fire strike teams during the ongoing California wildfire season. Tax Assessment with SCI was discussed. Anthony Van Ruiten and Mark Richter will meet by Google Team with SCI to discuss and review zoning, specifically commercial zoning in the Sutter Basin. After zoning has been determined the process to inform the public of the assessment will begin. Sale of Water Tender was discussed. Matthew Lichenstein was able to obtain the Pink Slip for the replaced Water Tender. With the Pink Slip the replaced Water Tender can be sent to Mexico for service. Car Port for Water Tender was presented by Mike Bush. Mike has worked diligently with Sutter County Planning Department to determine the placement and type of structure that can be built to provide protection for the newly purchased Water Tender. The car port structure will need to be 68 feet by 32 feet to accommodate the length and width of the Water Tender. The placement of the car port structure will be behind the fire station and in front of the Little League Field. In addition, to adhere to the FEMA flood plain zoning, the structure will have only one-half wall. New Business There was no Correspondence. Approval of monthly bills was discussed. At present there is a balance of $365,643.70 in the Sutter County Treasury, and $64,894.13 in the First Northern Bank account. All bills were approved, a claim for $9,729.37 to restore the First Northern Bank account was approved by Commissioners and signed. In addition, all invoices and timecards were reviewed by Commissioners, and payable checks were signed by the Commissioners. Agenda for Next Meeting No specific agenda items were discussed. Opening The regular meeting of the Sutter Basin Fire Protection District was called to order at 8:04 a.m. on Tuesday, July 9, 2024 at the Robbins Fire Department by Mark Richter Present Mark Richter, Samuel Martin, Anthony Van Ruiten, Kim Richter, Joan Stephens, Marty Creel, and Mike Bush were in attendance. Approval of Agenda The agenda was approved without amendments. Motion by Samuel Martin. Second by Anthony Van Ruiten, and unanimously approved. Public Comments There were no public comments. Approval of Minutes The minutes of the June 11, 2024, meeting was approved. Motion by Anthony Van Ruiten. Second by Samuel Martin, and unanimously approved. Fire Chief Report Robbins Fire Chief, Marty Creel reported on equipment status, communication status, and updated five-year plan. The newly purchased Water Tender is almost operable, however a permanent shed needs to be erected to house the Water Tender. Discussion followed on where to locate the shed, which company will erect the shed, and the cost of the shed. At present there is an estimate of $10,630 from American Car Port in Colusa, California, with a placement parallel to the north wall of the fire station. Additional discussion will follow as more estimates are provided. It was reported that communication needs have been met at the Sutter Basin Fire Protection District with the grant, donated BK radios. The BK radio systems and on-going extrication procedures training will be given by John Miller from Yuba City’s Station 8. Fire Chief Creel discussed the five-year plan revision process. The five-year plan revisions include pump testing, and the budget costs of the testing, and the ongoing personnel and equipment needs and concerns. Fire Chief Creel ended his report with the statement that the Bylaws would be complete by the end of July. Old Business Status of Volunteers was provided by Fire Chief Marty Creel. There was a discussion on whether volunteer fire fighters had reserve or active status. After much discussion, the roster was adjusted to meet the newly determined statuses. Status of the Paid Firefighters was discussed. All paid fire fighters are currently on fire strike teams during the ongoing California wildfire season. Tax Assessment with SCI was discussed. Commissioner Mark Richter shared that SCI would like to set up a conference meeting to discuss commercial and non-commercial zoning. New Business Water Tender purchase was discussed. The Water Tender is presently being stored at Pape John Deere in Robbins. The signage is being completed, and communications are being updated. The Water Tender is close to being ready for operational service. Electrical Improvements at the Robbins Fire Station were discussed. An Electircal bid of $2,900 with an additional $500 for additional costs, was presented by Michael Bush. After thoughtful consideration, a motion to accept the bid for $2,900 with an additional $500 if needed, was made by Anthony Van Ruiten. Second by Samuel Martin, and unanimously approved. FRMS Invoices were presented by Kim Richter. The FRMS insurance costs increased due to our salaried fire fighters and the increase in insurance costs. To facilitate this increase it was decided that the budgeted Insurance costs (52100) would increase to $40,000. Anthony Van Ruiten motioned to increase the budgeted Insurance costs from $15,000 to $40,000. Second by Samuel Martin, and unanimously approved. 2024 – 2025 Budget was presented and discussed . After consideration of the 2024 – 2025 Budget, a motion to approve the 2024 – 2025 Budget was made by Anthony Van Ruiten. Second by Samuel Martin, and unanimously approved. There was no Correspondence. Approval of monthly bills was discussed. At present there is a balance of $470,000 in the Sutter County Treasury, and $47,517.39 in the First Northern Bank account. All bills were approved, a claim for $41,356.30 to restore the First Northern Bank account was approved by Commissioners and signed. In addition, all invoices and timecards were reviewed by Commissioners, and payable checks were signed by the Commissioners. Agenda for Next Meeting No specific agenda items were discussed. Opening The regular meeting of the Sutter Basin Fire Protection District was called to order at 8:06 a.m. on Tuesday, June 11, 2024 at the Robbins Fire Department by Facilitator Name . Present Mark Richter, Samuel Martin, Anthony Van Ruiten, Kim Richter, Joan Stephens, Matthew Lichenstein, and Mike Bush were in attendance. Approval of Agenda The agenda was approved without amendments. Motion by Anthony Van Ruiten. Second by Samuel Martin, and unanimously approved. Public Comments Joan Stephens spoke about mileage costs being provided to the Fire Fighters when they travel on SBFPD business. Approval of Minutes The minutes of the May 14, 2024, meeting was approved with amendments. Motion by Anthony Van Ruiten. Second by Samuel Martin, and unanimously approved. Fire Chief Report Robbins Fire Chief, Marty Creel reported by phone on firefighter status and ongoing maintenance. Chief Creel is planning to meet with the electrician on the wiring issue on the bay doors and updating the electrical panel. Engine 48 is close to completion and the equipment will be reinstalled at the Robbins Fire Station. E38 is working well with minor repairs. New hoses have been purchased, and the process of cataloging and inspecting the hoses has begun at the station. Ladder testing has been completed. Unfortunately, the extension ladder did not pass inspection. Cal Fire then donated an extension leader to be placed on E48. The other ladders had minor issues and are being repaired at the Robbins Fire House by Matthew Lichenstein. Old Business Status of Volunteers was provided by Commissioner Mark Richter. Mark Richter reported that there are a total of thirteen firefighters with six active firefighters. Status of the Paid Firefighters was discussed. Firefighter Matthew Lichenstein shared that flyers for the paid part-time firefighter position have been distributed to Yuba College. Tax Assessment with SCI was discussed. Commissioner Mark Richter presented the SCI Timeline. As per the Timeline, SCI will meet with the SBFPD’s Commissioners on August 10, 2024 to discuss the proposed Tax Assessment for November of 2025. The Commissioners agreed that is time to begin talking to land owners over the proposed Tax Assessment. Insurance Quotes for 2023 – 2024 Fiscal Year were discussed with the Commissioners. ARM Multi Insurance Services will be taking over for Driver’s Insurance as of June 8, 2024. New Business Water Tender purchase was discussed. The Yolo Fire Protection District Water Tender was offered to the SBFPD for $10,000. However, after negotiations the price was reduced to $7,500. With the reduced cost, Samuel Martin motioned to purchase the Water Tender for $7,500, Anthony Van Ruiten second the motion, and the motion passed unanimously. Discussion then followed on how to surplus out the 1989 Water Tender. It was decided that through a fellow firefighter of Matthew Lichenstein’s, the 1989 Water Tender will be given to a fire station in Mexico at no cost. A donation letter and the pink slip will travel with the Water Tender to the fire station in Mexico. Samuel Martin motioned to donate the 1989 Water Tender to Mexico, Anthony Van Ruiten second the motion, and the motion passed unanimously. Workday Contract with Sutter County Auditor’s Office was discussed. The Commissioners were grateful for the updated system to ease the financial process of the SBFPD. 2024 – 2025 Budget was discussed. Samuel Martin spoke to the deficit of $60,000 in the 2023 – 2024 Budget since the $50,000 grant from the Turnouts has not yet been provided to the SBFPD. Discussion followed on the cost of the paid firefighters, and how best to provide for the expense of the paid firefighters. Additional discussion was on the need to pass the SCI Tax Assessment proposal. It was decided that Marty Creel and Kim Richter will develop the 2024 -2025 Budget for the Commissioners approval for the July 9, 2024 meeting. Correspondence was the updated VFIS Insurance documents and the Workday Contract. Approval of monthly bills was discussed. At present there is a balance of $352,532.01 in the Sutter County Treasury, and $43,304.51 in the First Northern Bank account. All bills were approved, a claim for $13,908.46 to restore the First Northern Bank account was approved by Commissioners and signed. In addition, all invoices and timecards were reviewed by Commissioners, and payable checks were signed by the Commissioners. Opening The regular meeting of the Sutter Basin Fire Protection District was called to order at 8:01 a.m. on Tuesday, May 14, 2024 at the Robbins Fire Department by Mark Richter. Present Mark Richter, Samuel Martin, Anthony Van Ruiten, Marty Creel, Kim Richter, Joan Stephens, and Mike Bush were in attendance. Approval of Agenda The agenda was approved without amendments. Motion by Anthony Van Ruiten. Second by Samuel Martin, and unanimously approved. Public Comments There were no Public Comments. Approval of Minutes The minutes of the April 9, 2024, meeting was approved with amendments. Motion by Anthony Van Ruiten. Second by Samuel Martin, and unanimously approved. Fire Chief Report Robbins Fire Chief, Marty Creel reported on upcoming events, firefighter status and ongoing maintenance. On May 28 th , 2024, there will be a Career Day that will be attended by Fire Chief Creel. Also, a Fire Safety Day will be held on October 29, 2024, at 9:00 a.m. for the students of Robbins School. Fire Chief Creel spoke to the ongoing maintenance of the Robbins Fire Station. Engine 48 is still in West Sacramento awaiting completion. Ladder testing has been scheduled. Fire Chief Creel is still awaiting information on the Yolo Fire Department Water Tender. In addition, Chief Creel is developing the five-year plan for testing, apparatus repairs, development of company officers, and maintenance of facilities. Old Business Status of Volunteers was provided by Fire Chief Creel. Chief Creel reported that there are a total of thirteen active firefighters with the Robbins Volunteer Fire Department. Acknowledgement was given to Hayden Samply as a very motivated firefighter who can respond during daytime fire calls with permission from the Sutter Basin Water Company. Status of the Paid Firefighters was discussed. Chief Creel stated that there are now three part-time firefighters. Each part-time firefighter works approximately six to eight days a month. Tax Assessment with SCI was discussed. Since Sutter County’s Steve Smith is in the infancy stage of the Sutter County sales tax initiative, the Commissioners discussed their next steps for funding the SBFPD. Mark Richter initiated the discussion of going forward with the Tax Assessment through SCI. Discussion followed on how the initial tax assessment proposal has too many designated commercial lots, which alters the amount of revenue the tax assessment will provide. It was discussed that if commercial lots were decreased, then the price per acre would have to increase. With concerns and questions, the Commissioners decided to ask Mark Richter to reach out to SCI for a timeline and additional revisions to the parcels on the initial proposal. Motion to move forward with the SCI Tax Assessment was made by Anthony Van Ruiten. Second by Samuel Martin, and unanimously approved. Insurance Quotes for 2023 – 2024 Fiscal Year were presented to the Commissioners. ARM Multi Insurance Services will be taking over for Driver’s Insurance as of June 8, 2024. Derba Abele will be stepping down as Broker due to her retirement, so Rochelle Garcia will be handling the SBFPD’s insurance needs. New Business Facilities Maintenance was discussed. There are electrical needs that need to be updated at the Fire House. After much discussion, Samuel Martin made a motion that Chief Creel will get two bids to update the electrical in the Fire House. Anthony Van Ruiten provided a second and it was unanimously approved. Correspondence – there was no correspondence. Approval of monthly bills was discussed. At present there is a balance of $366,440.47 in the Sutter County Treasury, and $36,532.55 in the First Northern Bank account. All bills were approved, a claim for $13,231.90 to restore the First Northern Bank account was approved by Commissioners and signed. Opening The regular meeting of the Sutter Basin Fire Protection District was called to order at 8:05 a.m. on Tuesday, April 9, 2024 at the Robbins Fire Department by Mark Richter. Present Mark Richter, Samuel Martin, Anthony Van Ruiten, Marty Creel, Joan Stephens, and Mike Bush were in attendance. Approval of Agenda The agenda was approved without amendments. Motion by Samuel Martin. Second by Mark Richter, and unanimously approved. Public Comments There were no Public Comments. Approval of Minutes The minutes of the March 12, 2024, meeting was approved Motion by Samuel Martin. Second by Mark Richter, and unanimously approved. Fire Chief Report Robbins Fire Chief, Marty Creel reported on upcoming events, firefighter status and ongoing maintenance. On May 28 th , 2024 there will be a Career Day that will be attended by Fire Chief Creel. Also a Fire Safety Day will be held on October 29, 2024 at 9:00 a.m. The firefighter status is static with thirteen firefighters. In addition there are now two part-time firefighters with one firefighter covering a few days a week at the Robbins Fire Station. Fire Chief Creel spoke to the ongoing maintenance of the Robbins Fire Station. Engine 48 is still in the shop with an unknown ETA currently. Engine 348 needs to be fully equipped. When the engine is fully equipped, it will become Engine 349 and moved to station 49. Discussion followed concerning the need to establish annual, scheduled testing and to include testing costs in the SBFPD budget. Specific testing to be scheduled and budgeted are for pump testing, ladder testing, and SCBA testing. As Fire Chief Creel develops the five year plan testing, apparatus repair, development of company officers and facilities will be addressed. Old Business Status of Volunteers was provided by Fire Chief Creel. Chief Creel reported that there are a total of thirteen active firefighters with the Robbins Volunteer Fire Department. Praise was given to AJ Anderson for all his efforts and planning for the successful brush bun in Robbins. Hiring of a Paid Firefighter has two paid firefighters, Matthew Lichenstein and Fabian Castillo. Both firefighters are working towards the 8:00 to 5:00 shifts, Monday through Friday. The primary responsibilities are equipment maintenance and responding to calls. Tax Assessment Discussion has been placed on hold until further information is gathered. Insurance Quotes for 2023 – 2024 Fiscal Year were discussed. VFIS insurance, brokered through Driver’s Insurance, has been declined by VFIS for the 2024 – 2025 fiscal year. Mark Richter and Kim Richter are actively speaking to INS Insurance in Woodland to ensure insurance for the 2024 – 2025 fiscal year. New Business SBFPD Pickup Truck was discussed. After much discussion, the matter was placed on hold until more information can be determined. Correspondence was from VFIS Insurance declaring their intention to not renew SBFPD’s insurance for the 2024 – 2025 fiscal year. Approval of monthly bills was discussed. At present there is a balance of $379,935.21 in the Sutter County Treasury, and $51,693.70 in the First Northern Bank account. All bills were approved, a claim for $13,231.90 to restore the First Northern Bank account was approved by Commissioners and signed. Opening The regular meeting of the Sutter Basin Fire Protection District was called to order at 8:03 a.m. on Tuesday, February 13, 2024 at the Robbins Fire Department by Mark Richter. Present Mark Richter, Samuel Martin, Marty Creel, Kim Richter, Joan Stephens, and Mike Bush were in attendance. Approval of Agenda The agenda was approved. Motion by Samuel Martin. Second by Mark Richter, and unanimously approved. Public Comments Public Comments focused on the statements of Steve Smith, Sutter County Administrator, who spoke to creating a Sutter County Fire District of all fire departments under Sutter County jurisdiction. In addition, comments were given on the possibility of a Sutter County sales tax that would fund all the fire districts in Sutter County. Approval of Minutes The minutes of the January 9, 2024, meeting was approved Motion by Samuel Martin. Second by Mark Richter, and unanimously approved. Fire Chief Report Robbins Fire Chief, Marty Creel reported on upcoming events, firefighter status and grants. There will be a fire training opportunity for our volunteer firefighters in Woodland on March 16-17, 2024. At this training there will be many classes to benefit our firefighters. Robbins Volunteer Firefighters are presently taking their physicals for the NFPA 1582 compliant grant through Dignity Health. These physicals will meet the criteria of the NFPA 1582 grant to reimburse the SBFPD for the cost of the new firefighters’ turnouts. FEMA Grants applications will be available in February and March of 2024. To facilitate the grants the SBFPD will need a DUNS and SAM number, along with the 5031C3. In addition, Chief Creel is working on a five-year plan that will include apparatus repair, development of company officers, and facility’s needs. Old Business Status of Volunteers was provided by Fire Chief Creel. Chief Creel shared that there are three new volunteer firefighters. They are Ricardo Rico, Juan Navarro, and Matthew Linkenstein. Both Ricardo Rico and Matthew Linkenstein are also operating as paid firefighters. Hiring of a Paid Firefighter has two applicants, Ricardo Rico and Fabian Castillo. In addition, Matthew Linkenstein, a Fire Chief in Marysville Fire Department, is receiving payment for sharing his expertise with our novice firefighters. Tax Assessment Discussion spoke to the possibility of a county wide sales tax initiative. The county sales tax could possibly provide revenues of $200,000 to $300,000 to each of the outlying fire districts of Meridian, Robbins, Pleasant Grove, and Nicholas. With the possibility of these additional tax funds for the Sutter Basin Fire Protection District, the commissioners discussed next steps with the SCI tax assessment. Mark Richter spoke with John of SCI, and John stated that the SBFPD can put the tax assessment on hold to determine how the county sales tax initiative is received by the public. Discussion followed on the benefits and concerns of the county wide sales tax. The county sales tax initiative will be determined in the November of 2024 election. Samuel Martin motioned to put the SCI assessment on hold until more information on the county sales tax initiative can be determined. Second by Mark Richter, and unanimously approved. Insurance Quotes for 2023 – 2024 Fiscal Year have been placed on hold. The SBFPD will revisit insurance quotes in May since the SBFPD’s insurance is in place until June of 2004. New Business Water Tender Replacement discussion focused on a 1992 Water Tender that is available through the Yolo Fire Department. Samuel Martin spoke to the need of a “Pump and Go” water tender, instead of the “Stationary Pump” that is currently being used by the Robbins Volunteer Fire Department. After much discussion, Mark Richter, Mike Bush (who will be the primary driver of the water tender) and Chief Creel will inspect the available water tender to determine if it is a “Pump and Go” water tender. Correspondence was the Loss/Run report from Drivers Insurance. Approval of monthly bills was discussed. At present there is a balance of $406,374.44 in the Sutter County Treasury, and $48,319.26 in the First Northern Bank account. All bills were approved, a claim for $16,182.81 to restore the First Northern Bank account was approved and signed. In addition, all invoices and timecards were reviewed, and payable checks were signed by the Commissioners. After discussion on the need to provide more monies for Professional and Personal Services, a Budget Amendment motion was made by Samuel Martin to increase the Professional and Personal Services from $10,000 to $20,000 to meet the cost of the SCI assessment and the increase in firefighters’ association fees. Motion by Anthony Van Ruiten. Second by Samuel Martin, and unanimously approved. Fire Chief Report Robbins Fire Chief, Marty Creel reported on upcoming events, firefighter status and grants. There will be a fire training opportunity for our volunteer firefighters in Woodland on January 24 – 28, 2024. At this training two classes will be offered for Robbins Volunteer Firefighters to become officers. Fire Chief Creel locating NFPA 1582 compliant Physicals for all volunteer firefighters. NFPA 1582 will cover the costs of the new turnouts for the fire personel. FEMA Grants applications will be available in February and March of 2024. Old Business Status of Volunteers was provided by Commissioner, Mark Richter. Mark Richter shared that Hayden Samply has been added to the Robbins Volunteer Fire Department roster. Hayden Samply and his wife are new to Robbins, and eager to participate in the community. Hiring of a Paid Firefighter was shared that there has been no response yet. Tax Assessment Discussion spoke to the cost of commercial and Industrial agriculture in the Sutter Basin and the concern that the burden of the assessment will be with those entities. Discussion continued as to whether to place an inflation factor into the assessment package to ensure adequate monies to the SBFPD as costs increase. Also, the commissioners discussed the number of acres under review for assessment, and the concern that SCI may not have accounted for all acres in the Sutter Basin in their tally. As the Commissioners discussed next steps, Mark Richter volunteered to speak to Marty Creel to schedule a meeting with SCI representatives to address these questions and concerns. Parking Lot Repairs for the Robbins Community Hall’s parking lot are almost complete. The culvert created issues with grating and drainage but is being rectified. At the end of the process, the parking lot will be lined for parking and handicapped parking. Insurance Quotes for 2023 – 2024 Fiscal Year are still waiting for the Loss/Run reports from Driver’s Insurance. New Business Correspondence was from LexisNexis who provided Insurance Claim monies for Bret DeMartini’s harvester fire. Statement from the IRS declaring the tax exempt status for the Robbins Volunteer Fire Department, and OSHA documentation on 2023 OSHA claims by the Robbins Volunteer Fire Department. Approval of monthly bills was discussed. At present there is a balance of $419,037.25 in the Sutter County Treasury, and $47,920.68 in the First Northern Bank account. All bills were approved, a claim for $48,442.21 to restore the First Northern Bank account was approved and signed. Opening The regular meeting of the Sutter Basin Fire Protection District was called to order at 8:03 a.m. on Wednesday, December 5, 2023 at the Robbins Fire Department by Mark Richter. Public Comments Joan Stephens shared that after months of diligent efforts, the 5013C Tax Exempt Non-Profit status for the Robbins Volunteer Fire Department has been reinstated. Approval of Minutes The minutes of the November 7, 2023, meeting was approved. Motion by Anthony Van Ruiten. Second by Samuel Martin, and unanimously approved. Presentation John Bliss and Graciela Herrara from SCI Assessment provided a data analysis regarding the possibility of a tax assessment for fire protection of the Sutter Basin. The presentation provided needed information on the parameters set forth by Proposition 218, how the tax assessment would be structured, and the specific concerns regarding the Sutter Basin. Proposition 218 outlines how the tax must determine whether property owners would receive a special benefit from the service to be financed by the assessment, specifically fire protection service. In addition, the Assessment Tax would be structured around parcels confirmed within the boundary analysis of the Sutter Basin. These parcels would be determined to be single family homes taxed at $34.32 yearly, agriculture parcels taxed at $1.15 an acre yearly, and industrial parcels taxed at $276 per acre yearly. After discussion on agricultural lands to be taxed, specifically the bypass land, and what constitutes industrial parcels in the Sutter Basin, many concerns were generated. Concerns that were mentioned were whether industrial parcel costs could be lowered, if rice mills could have separate industrial status, whether farm structures were counted, and how the agriculture land within the Sutter Bypass should be levied. One concern, square footage of homes that would differentiate between large and small homes was asked. It was explained that due to the specific terms of Proposition 128, all homes must be taxed equally under the restrictions of the proposition. To go forward, the Sutter Basin Fire Protection District would approve an engineer report of the Sutter Basin. Then meetings to inform the public and evaluate the support of the tax assessment would be scheduled. Lastly, a ballot would be created and sent to all parcel owners within the SFPD boundaries. The returned ballots are weighed by the amount of tax paid by the voter, and the ballots are counted by the SBFPD officer with the supervision and support of SCI. John Bliss and Graciela Herrara were thanked for their attendance at the SBFPD meeting. The Commissioners stated that they needed the presentation in paper for review, and would be in touch soon with possible next steps. Fire Chief Report Robbins Fire Chief, Marty Creel reported on upcoming events, firefighter status and grants. Next year there will be a fire training opportunity for our volunteer firefighters in Woodland on January 24 – 28, 2024. At this training two classes will be offered for Robbins Volunteer Firefighters to become officers. Fire Chief Creel has placed an ad for a Sutter Basin Fire Protection Department part-time paid firefighter. Creel will market the position to retired firefighters and specifically Latino personnel. With a cost of $126,000 the SBFPD discussed providing $42,000 to the cost of the parking lot repair, with the remaining monies coming from Robbins School and the Robbins Community Hall. Samuel Martin motioned to approve one-third of the parking lot cost at $42,000. Anthony Van Ruiten second the motion, and it was unanimously approved. Opening The regular meeting of the Sutter Basin Fire Protection District was called to order at 8:10 a.m. on Tuesday, October 3, 2023 at the Robbins Fire Department by Mark Richter. Second by Samuel Martin, and unanimously approved. Public Comments Public Comments were given by those in attendance concerning the application for the truck lot on Highway 113. The proposed truck lot on Highway 113 is considered a dangerous impairment to public safety on Highway 113 in the Sutter Basin Community. In addition, Sutter County did not inform the Sutter Basin community of upcoming meetings to discuss the proposal, thus prohibiting the community from speaking to the safety dangers of the proposed truck lot. To ensure the Sutter Basin Fire Protection District’s concerns are heard by Sutter County, the Sutter Basin Fire Protection District will resubmit their letter of concern to both the County Supervisors and the Department of Development Services Department. Second by Mark Richter, and unanimously approved. Public Comments There were no public comments. Approval of Minutes The minutes of the June 6, 2023, meeting was approved. Motion by Samuel Martin. Second by Mark Richter, and unanimously approved. Fire Chief Report Robbins Fire Chief, Marty Creel, spoke to firefighter training, and communication updates. Upcoming firefighter training opportunities will include two homes in the SBFPD area that have been donated to use as a structure firefighter training. The structures will be burned by the end of July, and the homes have met all requirements and permits. Air Quality has approved the firefighter structure fire burn training. In addition, all Robbins Volunteer Firefighters will have the opportunity to complete their Firefighter I Training this year. When completed, the firefighter will be eligible for the Firefighter Academy and Firefighter I status. Fire Chief Creel spoke to the need to schedule community yard burns in the spring of 2024 due to the amount of grass and fuel in several abandoned lots. In addition, Fire Chief Creel spoke to communication updates. He shared that the radio mounts are installed in all engines, but firefighters are still waiting for the radios to be delivered. Old Business Status of Volunteers was provided by Fire Chief Creel. The status of volunteers has remained static at thirteen firefighters. Hiring of a Paid Firefighter was reviewed. Currently, Jacob Rodriquez is still willing to do paid firefighter duties while he is also working full time for Cal Fire. SBFPD Tax Measure, that was presented by SCI, was discussed. The SCI Tax Measure Proposal has a cost of $4,782 for the initial process, and approximately $50,000 for the entire process. To complete the Tax Measure process, there are three specific tasks. Task #1 is the preliminary messaging to determine the chances of approval by the community at a cost of $4,782. Task #2 is to prepare the engineering report at a cost of $24,172 and the election process at a cost of $11,345 by SCI. Task #3 is the creation of resolutions and outreach at a cost of $4,490, and the tabulation of community votes and administration for a cost of $5,756. Additional discussion was on Proposition 172, a Taxpayer initiative for public safety and fire protection that may bring additional revenues to SBFPD. Parking Lot Repairs for the Robbins Community Hall’s parking lot have begun with the major holes being filled by Robbins School employees, Rich Jenkins and Daylene Cearley. Their efforts are the initial steps in the repair process of the joint parking lot repair project. New Business 2023-2024 Budget was discussed by the Commissioners. Discussion focused on upcoming budget needs, specifically SCI Tax Measure (professional services), equipment, and salaries. Fire Chief Creel and Kim Richter were asked to create a budget proposal to bring before the Commissioners at the August 1 st SBFPD meeting. Correspondence was from Sutter County Office of Elections. Both Commissioners Mark Richter and Samuel Martin will need to complete paperwork at the Sutter County Office of Elections between July 17 th and August 11 th to be considered for reelection for Commissioner in the November 2023 election.
