Opening

The regular meeting of the Sutter Basin Fire District was called to order at 8:20 a.m. on Tuesday, July 13, 2021 at the Robbins Fire Department by Mark Richter.


Present

Mark Richter, Anthony Van Ruiten, Samuel Martin, and Kimberly Richter were in attendance.


Approval of Agenda

The agenda was amended to include the discussion of hand held radios for volunteer fireman, and the transfer of responsibilities for the secretary and treasurer positions. Motioned to amend the agenda. Motion by Anthony Van Ruiten. Second by Samuel Martin, and unanimously approved.


Approval of Minutes

The minutes of the May 2021 meeting were motioned for approval.  Motion for approval. Motion by Anthony Van Ruiten.  Second by Samuel Martin, and unanimously approved.


Old Business

Status of volunteers was discussed.  A meeting for Monday, July 19th at 7:00 p.m. has been scheduled to speak to interested volunteers.


New Business

Transfer of responsibilities to Kimberly Richter as Executive Officer, Treasurer and Secretary was discussed. The transfer of the position will be retroactive to July 1, 2021. In addition, a new Postal Box will be created for the Sutter Basin Fire Protection Department and the Robbins Volunteer Fire Department. Motion for approval. Motion by Anthony Van Ruiten.  Second by Samuel Martin, and unanimously approved.


Hand held radios for volunteer fireman was discussed.  It was determined that a volunteer will be appointed to be responsible for distributing and maintaining the radios.  In addition, Chief John Shalowitz will be contacted for direction and counsel on how the hand held radios will be programmed for dispatch.


Approval of monthly bills was discussed.  At present there is a balance of $404,780.68. All bills were approved, and all claims were signed by commissioners. 


Hiring of a paid firefighter was discussed.  Mark Richter contacted Matt Cohen to discuss the possibility of a central fire chief to manage the small fire districts in Sutter County. The discussion was tabled for future discussions with Sutter County. 


LAFCO planning services were discussed. To pursue and determine tax revenue, LAFCO services will be engaged.  It was determined that additional information of the tax revenues for the Sutter Basin Fire Protection District is needed.  Kimberly Richter will explore the type of entity of SBFPD, governance of SBFPD, and generated revenues for the Sutter Basin Fire Protection District.   

New volunteer possibilities were discussed. Community support is providing additional volunteers for the Monday, July 19, 2021 meeting.


Agenda for Next Meeting

Report on the Monday, July 19th Volunteer Meeting will be discussed.


Adjournment

Meeting was adjourned at 8:55 a.m. by Mark Richter. The next Board of Commissioners Meeting will be held at 8:00 a.m. on August 10, 2021, at the Robbins Fire Station in Robbins California.
